Jay B. Rising, State Treasurer

Governor Jennifer M. Granholm appointed Jay B. Rising as State Treasurer in 2003. In this capacity he oversees the Emergency Financial Loan Board and Public Act 72 of 1990 – Local Emergency Fiscal Responsibility Act. Mr. Rising will provide a status report on Highland Park’s current financial situation from the Treasury perspective, and discuss strategies to return the City to long-term fiscal stability. He will also speak about business and development incentives that can generate economic development in Highland Park and other urban communities.
